Problems such as this are normally attributed to insufficient USB power.
Often, this is seen when using a PC USB port instead of a plug-in wall adapter that provides USB ports.
Refer to the Power Specifications section of the appropriate Hardware Manual for your device to see what power usage is for typical Ethernet speeds and various 1553 bus loads.
(In Alta labs, we typically use USB ports that can provide about 1.5A.)
