There is a AutoTest feature (that is being phased out) on some Alta 1553 cards that can cause this,
preventing you from using your card properly and even interferring with an active 1553 BC.

The pin is called ~AutoTest and can be found in the hardware manual for your product.
If this pin is grounded, then AutoTest mode is selected.
Make sure this pin is not connected.
